Pensioner Identification System Based on THEKEY Blockchain and Big Data Technology Launched in Kaifeng

Last year, a video released online in China went viral and caused widespread concern in which a 90-year-old man was carried on a stretcher by his family that were climbing up to the third floor so he would be able to go through an annual authentication carried out by the local social security department and receive his pension. The so-called authentication is actually “centralized survival certification”, which is conducted to confirm pensioners’ living status and ensure accurate pension distribution across China, and it obviously brings about great inconvenience to the elderly.

Against such background, THEKEY deployed “Pensioner Identification System Based on Blockchain and Big Data Technology” in Kaifeng, Henan Province, through leveraging the local big data foundation and coordination capabilities of Kaifeng Human Resources and Social Security Bureau. The system has largely facilitated convenient and efficient elder survival status authentication in the local area. This is yet another use case for THEKEY BDMI after the launch of Multi-dimensional Elderly Survival Authentication in Guizhou Province in 2018.

Based on big data, blockchain, cloud computing, cryptography and other core technologies, the system uses government data service platforms as subsystems to form alliance chain between government departments. According to its own business needs, the Human Resources and Social Security Department creates smart contract for the pensioner certification. The smart contract will automatically initiate data service requests for pensioner identification on a regular basis to government departments such as Ministry of Civil Affairs, Ministry of Public Security, National Health Commission, court, Ministry of Transport, telecommunications operators, banks and enterprises. After receiving the request, the data service nodes of each department check the survival status in the database and upload the encrypted final results to the chain through consensus mechanism. The smart contract of pensioner identification performs cross-comparison of the data results returned by each data service node, and finally obtains the verification result, which will be then uploaded to the chain.

The verification results are divided into three categories: normal, abnormal (the deceased, prisoners, the wanted and the missing), and undefined. For pensioners with normal status, pensions can be sent to them directly without much to concern. For those who are identified as “abnormal”, their information need to be double checked and traced by the local agency to avoid fraudulent collection of pensions. And remote authentication though an App and manual verification will be adopted for pension recipients who have undefined status.

The system adopted Blockchain-Based Dynamic Multi-Dimensional Identity Verification Technology (BDMI), which is unique in the process of static authentication and achieves undeniable identity verification through cross-comparison of personal data in multiple dimensions. The Three Safe Nested Digital Security Technology developed by THEKEY guarantees the security of personal data in multiple dimensions, which can achieve the effectiveness of data governance from the aspects of data authenticity and data security.

The system is an innovative survival authentication solution and has achieved satisfying demonstration effects in Henan Province, which is expected to be optimized and vigorously promoted across China.
