THEKEY Attended the Medical Insurance Credit Evaluation System Kickoff Meeting as the Exclusive Service Provider
On July 5th, the Research of Medical Insurance Credit Evaluation System (hereafter referred as “the Research”) was kicked off in Nanjing City by Chinese Academy of Labor and Social Security (CALSS). THEKEY was invited to attend as the exclusive technical provider of the Research, which shows the recognition of THEKEY’s IDV solution from Chinese government, and a positive gesture for the national deployment in promoting the quality and efficiency of China’s medical insurance service.
There were over 60 government officials, experts and scholars present at the meeting, among which included Zhonghe Tan, Vice-president of CALSS, Jianshe Lv, Vice- chairman of China Social Insurance Association (CSIA), Yuan You, Section Chief of Medical Insurance Fund Supervision Department of National Healthcare Security Administration (NHSA), Guifang Ma, Deputy Secretary and Deputy General Director of Kaifeng Healthcare Security Administration, Renchang Diao, General Director of Nanjing Healthcare Security Administration, Shujun Di, General Director of Dalian Healthcare Security Administration, Guoqing Jiang, Director of Digital Currency Institute of People’s Bank of China and Nanjing Financial Technology Research and Innovation Center, and many other officials from both central, provincial and municipal departments across social security and medical insurance fields, as well as across China UnionPay, China Unicom, Tsinghua Unigroup, China RE, Industrial and Commercial Bank of China, China CITIC Bank, AsianInfo, Kingsoft and other vested interest social organizations and enterprises.
The Research was established by NHSA and undertaken by CALSS, with the intention of strengthening the supervision of medical insurance fund, fundamentally reduce the fund fraud and abuse, and greatly improve the user experience. Under the guidance of CALSS, THEKEY will work as the exclusive technical provider in the following fields: 1) credit evaluation standards development, including essential, efference and dynamic standards 2) evaluation model construction 3) solution development for PC and mobile 4) pilot in Kaifeng City 5) establishment of medical insurance credit evaluation system.
Zhonghe Tan, Vice-president of CALSS, made a comprehensive introduction of the Research. He emphasized that the Research is very insightful and significant to provide a fundamental solution to the increasing problems encountered across China’s medical insurance program. Though facing severe challenges, the kick-off meeting is a good start, and the further development calls for more ideas and efforts from the related departments and stakeholders.
THEKEY’s Dr. Yidong King introduced the rationale and technologies involved in the Research. According to Dr. King, the Research can only be achieved through the integration of technical, legal and policy solutions, in which the data is fundamental, data security is crucial, and cooperation of all parties is the only method.
THEKEY’s Medical Insurance-Medical Treatment-Medicine Platform will be utilized as the fundamental layer for data collection, cleansing and processing. The database will comprehensively vary from medical insurance, medical treatment and medicine purchase to ensure the reliability and feasibility of the solution. The Data Capacity Open Platform will be embedded to technically ensure the data security that “the data never leaves the custody of the government, never be downloaded, and never be seen by unauthorized people”. THEKEY’s proprietary IDV (Identity Verification) engine will also be adopted to identify the system users and guarantee their legal access to the system on real-time. IDV technology is also critical to largely enhance the solution’s efficiency and lower the cost.
The Virtual Medical Insurance Card is a typical application based on the Medical Insurance -Medical Treatment-Medicine Platform. It mobilizes the medical insurance and maternity insurance by providing mobile service of registration, medicine purchasing and payment, thus remarkably enhancing the medical treatment efficiency and user experience. Moreover, the government administration efficiency is also enhanced by its function of synchronous display in mobile, PC, TV Screen and central console.
Catherine Li, Chairwoman and CEO of THEKEY, pointed out that as the fundamental layer for data collection and processing, the Medical Insurance-Medical Treatment-Medicine Platform will facilitate more medical service, including DRGs (Diagnosis Related Groups), intelligent audit, long-term care insurance, GPOs (Group Purchasing Organizations), pricing for medical service etc., and greatly improve China’s medical service and people’s health.
According to the development plan, the solution will be piloted first in Kaifeng City and serving 4.5 million people, and gradually be deployed in more cities in the near future and bring benefit to the greater society and its people.
