THEKEY Invited to Attend the Medical Insurance Credit Evaluation System Seminar

Recently, the Medical Insurance Credit Evaluation System Seminar was launched in Kaifeng City, Henan Province, with the intention of exploring the credit evaluation standards and constructing the system, strengthening the supervision of medical insurance fund, thus enhancing the medical insurance service. THEKEY was invited as the exclusive IDV service provider.

There were over 30 government officials, experts and scholars attending the seminar, among which included Zhen Liu, Deputy Mayor of Kaifeng City, Zhonghe Tan, Vice-president of Chinese Academy of Labor and Social Security (CALSS), Fangfang Ren, Deputy Secretary and Deputy General Director of Kaifeng Healthcare Security Administration, Jianshe Lv, Vice- chairman of China Social Insurance Association (CSIA), Zhe Bai from National Healthcare Security Administration (NHSA), Guilian Chen, Section Chief of Medical Insurance Fund Supervision Department of Henan Healthcare Security Administration, and many other officials from both central, provincial and municipal departments across social security and medical insurance fields, as well as across CITIC Group, China Unicom, Tsinghua Unigroup, Neusoft and other vested interest social organizations and enterprises.

Zhen Liu, Deputy Mayor of Kaifeng City, delivered the speech that Kaifeng City is innovative in the practice of medical insurance reform and medical insurance fund supervision, and has achieved considerable progress and received highly approval from National Healthcare Security Administration. Kaifeng City, as one of the pilot cities, will devote into the Research of Medical Insurance Credit Evaluation System (hereafter referred to the “Research”), which was jointly established by NHSA, CALSS and CSIA.

Fangfang Ren, Deputy Secretary and Deputy General Director of Kaifeng Healthcare Security Administration, pointed out that the medical insurance fund supervision mechanism is complex and systematic, and calls for comprehensive efforts form the society. Kaifeng Healthcare Security Administration will be dedicated in the Research and fundamentally contributes to the breakthrough of national medical insurance fund supervision.

THEKEY’s Dr. Yidong King introduced the rationale and technologies involved in the Research. According to Dr. King, the Research can only be achieved through the integration of technical, legal and policy solutions. He further introduced THEKEY’s proprietary IDV (Identity Verification) technology and Data Capacity Open Platform which are fundamental to technically insures that “the data never leaves the custody of the government, never be downloaded, and never be seen by unauthorized people”. IDV is also critical to largely enhance the system efficiency and lower the cost.

THEKEY contributes significantly in the improvement of social security and medical insurance service of Kaifeng City.

In 2015, THEKEY, as the exclusive technical provider, launched “Kaifeng Human Resources and Social Security 123 Application” (hereafter referred as “the APP”), which is a multi-functional mobile service platform delivering social security, medical insurance, healthcare treatment, medical purchasing and pension payment. Powered by THEKEY’s proprietary Dynamic Multi-dimension Identification (DMI) engine, the APP can generate more accurate and efficient IDV results by cross-checking a large amount of PII (personal identity information) from various data sources, meanwhile ensuring the data reliability and safety, hence remarkably promote the efficiency and user experience of local social security service. By the end of March 2019, there are over 300,000 users enjoying the convenient service in Kaifeng City. Furthermore, the APP is selected as one of “The Typical Application Cases in Internet+ Human Resources and Social Security 2020 Action Plan” among hundreds of candidates all over China.

In 2018, THEKEY has jointly launched the cancer insurance program “Tai An Kang” with Bureau of Human Resources and Social Security of Kaifeng City. It signifies a milestone for the social security data socialization and commercialization, which is the typical IDV application scenario and shows considerable commercial value. The Data Capacity Open Platform is applied as the fundamental layer to technically insures the data security.
